So $1 does seem a low. To get a better idea of local rates, I would suggest looking in your yellow pages for gutter companies, and call 2 to 3 of them to ask what their rate is per foot for new gutters. You could make the calls for your brother, as it might be awkward for him to do so. Hope this helps!
